As confusion around the bail of Lashkar-e-Taiba commander Zakiur Rehman Lakhvi teeters back and forth, and the Jamaatud Dawa continues to hold public rallies and conferences – most recently one in Lahore on March 22, 2015, attended by leaders of religious parties and a handful of retired army generals – Pakistan’s seriousness towards its ban on militant organisations is a matter of intense debate.
