So all this means Pak negotiated badly with the US. Basically at the detriment of the country’s interests? Why? Are we trying to say here is Pak leadership does not know how to negotiate?
Where did all the billions go? Nothing is spent on the public? So where is the money?

Most Americans are not good at maths including their president. You may see an English dictionary and a calculator always on their office desks for quick help. President Trump skipped Afghanistan that received 55 billion dollars since 2001 while tweeted early morning on new years that money was given to Pakistan because he was sleepless overnight.
The reason I can tell you his morning coffee either was not ready or was left over.

Boldness is lacking in our ranks. Pakistan should have asked the money first before providing supplies and services. I am sure as of today America has not paid fully and must be in default of billion + dollars.
There aid is 100 time less what we end up spending to clear the mess created by US .
Merit in selecting the right talent to deal / negotiate with international governments and firms is the only solution.

The very first breakdown of figures does not add up to US$ 33B but only US$19.4B; there seems to be confusion between million and billion ( a billion is a thousand millions) - please correct and notify your readers.
Also, have you shared this article with the foreign media, and in particular the US media such as New York Times and Washington Post?
