Before Zia and after Musharraf, and in the period in between, there have been times when you could not only say what you wanted but also even dissent freely. And why not? One would imagine that in a multi-national, multi-ethnic, multi-cultural, multi-sectarian state like Pakistan, the only way to promote ownership and inclusivity on national issues was for anyone to be able to speak and be heard by all.
